Help - The Form 448-2


The DD Form 448-2 is used in ITSS to document the acceptance of a Military Interdepartmental Purchase Request (MIPR). The form is created from an accepted funding document in the Funding Database. The form is a feature of ITSS that is not required for a funding document. Using this form is at the discretion of GSA personnel.

The signed Form 448-2 is used by acquiring departments to accept a Purchase Authorization from a requiring department. The acquiring department is then authorized to create obligations against the funds cited in a MIPR without further referral to the requiring department.

Form Description

The Navigation Bar
The Navigation Bar allows you to navigate around the various parts of the ITSS site.


If you wish to switch to the Legacy system, click on the "Go to Legacy" image on the home page.


The Navigation Tabs
The navigation tabs identify what view you currently have on your screen - in this case, the Funding Documents Interface page.


The Header Links
To the top right of the page, above the navigation bar, are links that provide access to different on-line information resources.

Guide Me will launch a separate on-line help window that provides a description of the form, view, or page that you currently have open on your browser.
Site Help will open a separate browser window with the On-Line Help Main Menu.
Contact Us will open a separate browser window with the Main Contact Information menu.
Need Assistance will open the Feedback Page where you can submit a problem report to the technical support desk.


Form Buttons
At the top and bottom of the "Form 448-2" page you should see a set of brown buttons.

Button
Description
Reloads the Form 448-2 in Edit mode.
Saves and closes the Form 448-2. JavaScript will first validate the entries in editable fields and give an error message if any of the mandatory fields are blank or in the wrong format.
Closes the Form 448-2 without saving anything since the last time it was saved, either from a previous submit or from a back-end process.
Strips the banner and buttons from the form for printing purposes.

You will see a different set of buttons at different times, as they are contingent on the status of the form and whether the form is opened for editing or reading.

Read Mode Buttons
These buttons may be seen while the Form 448-2 is in Read mode.
Edit Mode Buttons
These buttons may be seen while the Form 448-2 is in Edit mode.
Required Fields
Any field marked with a yellow dot ( ) needs to be filled in. When you submit the Form 448-2 , the system will give you an error message if any of these fields are left blank or in the wrong format.

Section & Field Description
The fields and sections are described in the order they appear on the form. You may not be able to see some of the fields mentioned here as many parts of the form depend on the status of the document and access type (client, contractor, or GSA).

1. To: Displays the client's name, address, and phone number as listed on the funding document. This field is not editable.

2. MIPR Number: Displays the funding document number. This field is not editable.

3. Amendment No: Displays the corresponding amendment number. This field is editable.

4. Date: Displays the date that the funding document was accepted. This field is not editable.

5. Amount: Displays the current value of the funding document. This field is not editable.

6. The MIPR identified above is accepted and the items requested will be provided as follows: The specific terms under which the MIPR is being accepted. This field is editable. Check as applicable.

7. MIPR Item Number(s) Identified in Block 13, "Remarks" is Not Accepted (Is Rejected) for the reasons indicated: Indicates rejection of any MIPR line items. This field is editable. If any one of the MIPR line items is not accepted, check Block 7 and record the affected MIPR line item number and reason in Block 13.

Use Blocks 8 and 9 only under either of these conditions:

    1. When Block 6c acceptance is indicated above (indicate the MIPR line item numbers that will be provided under each method of financing in Blocks 8a and 9a, respectively); OR
    2. If quantities or estimated costs cited in a MIPR require adjustment (list the affected MIPR line item numbers together with the adjusted quantities or estimated costs in the columns provided under Blocks 8 and 9, as appropriate).

8. To be Provided Through Reimbursement Category I: Use only if the conditions listed above are met. This section is editable. The included sections are:
a. Item No.
b. Quantity
c. Estimate Price
d. Total Estimate Price (this field is not editable)

9. To be Procured by Direct Citation of Funds Category II: Applicable if funding is of type Category II (direct). This section is editable. The included sections are:
a. Item No.
b. Quantity
c. Estimate Price
d. Total Estimate Price (this field is not editable)

10. Anticipated Date of Obligation for Category II Items: Whenever a MIPR is accepted in part or in total under Category II funding, forecast the estimated date of contract award. This field is editable.

11. Grand Total Estimated Price for all Items: The total amount of funds required to fund the MIPR items, as accepted. This field is editable.

12. Funds Data: This block must be completed only in those cases where the amount recorded in Block 11 is not in agreement with the amount recorded in Block 5. These fields are editable. This will serve either:
    (A) As a request to the requiring department to issue a MIPR amendment to provide the additional funds; or
    (B) Authority for the requiring department to withdraw the available excess funds.

When funds of two or more appropriations are involved, provide proper breakdown information in Block 13.

13. Remarks: Miscellaneous comments and remarks. This field is editable. Use this block to record the following as applicable:
    • Justification, by MIPR line item, for any additional funds required
    • Explanation for rejection of MIPR whether in part or in total
    • Appropriation and subhead data cited on the MIPR
    • Other pertinent data.

14. Accepting Activity: This is where the client information is displayed. This field is not editable.

15. Typed Name and Title of Authorized Official: Displays the name and title of the authorizing official that submitted this Form 448-2. This field is not editable.

16. Signature: Displays the name of the authorized official that signed this Form 448-2. When the Form 448-2 has not yet been signed, a check box will appear here when the field is editable. Check the box to sign the form.

17. Date: Displays the date the Form 448-2 document was created. This is an editable field.
